Targeted Recruitment Support

Recruitment support for one role, a hiring project, or a group of priority vacancies.

Most businesses that need help with hiring do not need to outsource their recruitment function. The capability is already in the building. What is missing is time, and it is usually missing on a few roles rather than on all of them.

Targeted Recruitment Support puts a CML recruiter alongside your team on the vacancies that matter. We run as much or as little of the process as you need – advertising, screening, shortlisting, interview coordination and applicant feedback – under your brand and inside your systems. You keep the brief, the shortlist and the decision.

CAPACITY, NOT HEADCOUNT

Extra recruitment resource for as long as the vacancy runs, and nothing to carry once it closes.

SCOPED TO THE ROLE

Engaged per vacancy. One role, a hiring project, or a group of priority hires.

WORK PERMIT READY

Advertising placed and applicants answered to the standard a work permit application has to evidence.

YOU STAY IN CONTROL

You set the brief, you interview, and you decide who is hired and on what terms.

What is Targeted Recruitment Support?

The question is not whether you need recruitment support. It is where the pressure is.
REQUEST A CONSULTATION

Targeted Recruitment Support is recruitment process outsourcing scoped to part of the process rather than all of it. Instead of handing over your recruitment function, you hand over the stages of a specific vacancy that your team does not have the time, the tools or the volume to run well.

It sits between the two options Cayman employers usually choose from. A recruitment agency introduces candidates and charges when one is placed. A full RPO partner takes over your recruitment function and runs it as your internal team. Targeted Recruitment Support is the middle option: your process, your brand and your systems, run by our recruiters, on the roles you nominate.

For some businesses the pressure is access to talent, and the answer is a search. For others it is the volume of applications nobody has time to read, or an interview process that keeps slipping, or a vacancy that has to be advertised correctly because a work permit application depends on it. Targeted Recruitment Support is built for the second group.

Three situations account for most of the engagements we take on.

When Employers Ask For It

The roles all opened at once

Three vacancies landed in the same month and the HR team already had a full week.

Nothing about the recruitment is difficult. There is simply more of it than there are hours, and the rest of the people function does not pause while it is running. We take the roles that are consuming the most time and run them to your process, so your team keeps the ones that need their judgment.

The response volume is the problem

The advertisement has run and there are ninety applicants nobody has been able to read properly.

Screening is the single largest part of any recruitment process, and it is the part that quietly gets compressed when everything else is urgent. We review every applicant against the requirements of the role, run screening interviews, and give you a candidate matrix with notes, a recommendation and a shortlist.

The role has to be advertised properly

The vacancy has to be advertised before a work permit application can be submitted, and the advertising record will be examined.

Where the hire may need a work permit, the advertising has to satisfy Workforce Opportunities and Residency Cayman as well as attract candidates, and every applicant has to be assessed and answered on the record. We run the advertising and the assessment knowing exactly what the application will later have to evidence should the eventual hire require a work permit.

Transparency and collaboration

What We Take On

Every engagement is scoped to the vacancy. What follows is the whole process. You decide how much of it we run, and you can dial that up or down from one role to the next.

Before the advertisement goes out

Job specification and requirements reviewed with your hiring manager, HR representative or Business Partner. Advertising strategy agreed and the advertisement drafted.

Advertising

Posted to your careers page, LinkedIn and the platforms relevant to the role, under your brand and through your own accounts. Liaison with local print. Liaison with any recruitment agencies you already use.

Screening and shortlisting

Applicants reviewed inside your own system. Screening interviews held. Aptitude testing and assessment results reviewed where you use them. You receive a candidate matrix with summary notes and a recommendation, and a shortlist to your hiring manager.

Interviews

Interviews scheduled between your shortlist and your hiring managers. Interview questions and a scoring rubric provided. Attendance at interviews where you want a second opinion in the room.

Offer and close-out

Liaison between the successful candidate and the hiring manager up to the point of negotiation. Unsuccessful applicants answered in writing, with reasons. Advice on selection, on hiring practice and on fair market rates.

If we join a vacancy that is already advertised and already screened, we pick it up from there. You are billed for the stages we run, not for the ones you have already done.

How It Is Priced

Recruitment is usually sold as a percentage of the salary, which means a senior hire costs more to fill than a junior one even when the work involved is identical. Targeted Recruitment Support is priced differently, and we tell you the fee for each vacancy in writing before anything starts.

Per vacancy, not per salary

The fee for a role is set by the number of applicants the advertisement draws, because applicant volume is the honest driver of the work. Screening is the largest single part of the process, and a role that attracts ninety applicants is a different job from one that attracts nine.

You pay for the stages we run

The fee is weighted across the stages. Engaged partway through a live vacancy, we bill only the stages we deliver. A role you put on hold is billed to the stage it reached rather than sitting open indefinitely.

No retainer, no licence, no minimum volume

There is nothing to pay in a quarter when you are not hiring, and no platform or technology fee at any point. You are buying recruitment capacity, not a subscription.

No placement fee on top

Candidates managed through Targeted Recruitment Support carry no separate recruitment fee. Where you ask us to go out and source candidates as well, that is our Permanent Recruitment service and it is quoted separately.

Which Level Of Support?

All three are ways of getting a role filled, and the right one depends on what is actually slowing you down.

Permanent Recruitment Targeted Recruitment Support Full RPO
What you are buying A candidate Process capacity on named roles Your recruitment function, run by us
Engaged Per vacancy, on introduction Per vacancy, per project, or across a group of roles As an ongoing partnership
Who finds the candidates We do, from our network and the market You advertise and we run the response. Sourcing can be added We do, as your recruitment team
Whose brand candidates see CML’s Yours Yours
Whose systems Ours Yours Yours
Best when You need access to people you cannot reach yourself You have the roles and the brief, but not the time You are hiring continuously and do not want an in-house recruiter
Priced On placement, to our standard permanent recruitment terms Per vacancy, by applicant volume An agreed ongoing model

These are not mutually exclusive. Most clients use more than one, and it is common to run Targeted Recruitment Support on a group of roles while a search runs on the one that needs it.

Frequently asked questions about Targeted Recruitment Support

  • What is the difference between Targeted Recruitment Support and RPO?

Both are forms of recruitment process outsourcing. The difference is scope. Full RPO means we run your recruitment function as your internal team, across all of your hiring, on an ongoing basis. Targeted Recruitment Support is engaged on named roles, for the stages you choose, and ends when the vacancy is filled.

  • Can you take over a vacancy that is already live?

Yes. We pick it up at whatever stage it has reached and you are billed for the stages we run. Joining at the interview stage, for example, means the interview and close-out stages only.

  • Do you place the advertising on JobsCayman?

Yes, where the vacancy is running through the service. We prepare and place the advertisement, including JobsCayman through your own employer account, confirm the required periods have run, and keep the posting, publication and applicant response records the application will rely on.

  • Can you work inside our applicant tracking system?

Yes. We work inside your systems wherever possible, so the record stays with you when the engagement ends.

  • Do I have to use the support for every vacancy?

No. It is engaged role by role. Some clients use it for a single difficult vacancy, some for a hiring project, and some for a group of priority roles while their team handles the rest.

  • Whose brand do candidates see when applying for a job?

Yours. Advertisements go out on your careers page and through your own accounts, correspondence comes from your process, and candidates experience it as your recruitment rather than an agency’s.

  • Who decides who gets hired?

You do. We run the process, provide the assessments and make a recommendation. The hiring decision, the salary and the terms are always yours.

  • Do you charge a placement fee as well?

No. Candidates managed through the process carry no separate recruitment fee. If you ask us to source or introduce external candidates beyond those who apply, that is our Permanent Recruitment service and is quoted separately.
